What are the RIW Business Rules?
RIW Business Rules provide the minimum acceptance criteria for the verification of competence across RIW Program participants. This means that for every competency managed in the RIW System, a corresponding business rule is in place to provide guidance to industry on the competency acceptance requirements, expiry and upload requirements and acceptable and un-acceptable evidence examples.

Business Rules are categorised as:
- National
- Network
- Principal Contractor
To search for a business rule, enter key words or the RIW System competency code into Business Rules Search, or use the category search (left hand side menu), to look for competencies categorised in National, Network or Principal Contractor.
A link to the Business Rules will also be accessible in the RIW System itself through the Resource Centre. Once logged in to the RIW System, you can access the Resource Centre by clicking on the Help button below, which is located in the bottom right of the RIW portal, and selecting the Get Help option.
At the bottom of every Business Rule, there will be a shortened link to the Business Rule, as well as a feedback section where you can provide feedback on the relevant article. Clicking on the thumbs up and thumbs down icon provides feedback regarding the business rule. When clicking the thumbs down option, you can leave your feedback and/or question, which will automatically raise a ticker with the RIW Service Desk for action.

An RIW Matrix is a table that is used to clearly demonstrate the competencies required to hold a particular role to work in the rail industry.
The RIW Matrices can be found on the RIW website at https://www.riw.net.au/business-rules/network-operators/
The National Rail Industry Worker Matrices Committee (NRIWMC) is continually working to standardise roles across the rail industry nationally. The matrices provide consistency and outline the agreed minimum requirements across participating rail operators and will assist contractors working for multiple employers, operators or across multiple networks.
The following National Matrices are applicable to the RIW Program:
- National Track and Civil Matrix
- National Plant Matrix
- National Trades Matrix
- National Operator Roles Matrix
NOTE: Meeting the requirements for roles within the National Matrices does not automatically allow a cardholder access to the various Networks. It is important to check with the operator to determine the application of the National Matrices to the Network and if there are any other requirements a cardholder needs to meet before they can work on track.
Note: Some Network Operators do have additional matrices for working on their Network. Please refer to https://www.riw.net.au/business-rules/network-operators/ or check with the relevant Network Operator.

RIW Matrices can be found on the RIW website at https://www.riw.net.au/business-rules/network-operators/
Matrices are categorised as National or Network. Click on the relevant category on the left hand side to display the matrices available nationally or by Network.
The Matrices are available on the right, categorised by discipline. In the above example there are four National Matrices available:
- National Plant Matrix
- National Track and Civil Matrix
- National Trades Matrix
- National Operator Roles Matrix

Once the required matrix has been identified, click on the link to open the matrix. The matrix will look similar to the following:
To use the matrix follow these steps:
Step 1
Identify the role to be awarded to a cardholder. If the role is not listed, choose the closest match or contact the Network Operator or Contractor In Charge to determine the correct job role required for site.
Step 2
Follow the column down for the role selected to determine the competencies required to be compliant. Competencies required are marked as mandatory (M). Once the competencies have been identified which are required for the role, determine which competencies are already held and which ones will need to be obtained. For competencies already held, cross check the current qualifications against the role descriptors and currency requirements provided to ensure the qualifications are up to date.
In the example above, a Bricklayer - National will require:
- Work Safely in the Construction Industry (White Card)
- Certificate III in Bricklaying/Blocklaying
Each competency requirement is also linked to the relevant RIW Business Rule, where the evidence required to meet competencies are detailed.
Step 3
For the competencies/qualifications already held, an Employer can upload the relevant documentation to the RIW System following the instructions outlined in the RIW Knowledge Centre article How does a company add a new competency to a cardholders profile?. If the cardholder needs to undertake further training to obtain further competencies for the role being applied for, they will need to contact a Registered Training Organisation (RTO) to find an available training option.
NOTE: Meeting the requirements for roles within the National Matrices does not automatically allow a cardholder access to a Network. It is important to check with the operator to determine the application of the National Matrices to the Network and if there are any other requirements a cardholder needs to meet before they can work on track, such as holding the required National Operator role for the Network.

From 25 Nov 24, both MTM & V/Line have adopted the National Signalling Assessment Framework and new National Signalling Designer and National Signalling Tester roles. RIW Cardholders with existing MTM & V/Line Signal Design and/or Signal Test roles need to be aware of when they need to be compliant with the new National roles and new Network roles to work for either Network.
